  17. <p>    The city of Rangoon narrowly avoided another bloodbath last
  18. week when club-wielding government troops waded into 1,000
  19. protesters on Martyrs Day, which marked the 42nd anniversary of
  20. the death of independence hero Aung San. The government reported
  21. that 44 people had been "detained."
  22. </p>
  23. <p>    It could have been much worse. Only hours earlier Aung
  24. San's daughter Aung San Suu Kyi, 44, the general-secretary of
  25. the opposition National League for Democracy, had canceled a
  26. scheduled protest march out of fear that the ruling military
  27. junta would turn it into a massacre. Said Suu Kyi in a letter
  28. sent to political parties throughout the city: "Let the world
  29. know that under this administration the Burmese people are like
  30. prisoners in their own homes."
  31. </p>
  32. <p>    Her words proved prophetic. The next day government
  33. soldiers placed Suu Kyi under house arrest, effectively cutting
  34. her off from all contact with the outside world. For most
  35. political observers in Rangoon, Suu Kyi's detention demonstrated
  36. that the junta never intended to honor its promise of holding
  37. a free and fair election next May.
